Selected Policy Databases

In addition to the three major policy databases noted above, consider these additional options.

Congressional Research Service Reports (from Congress.gov) - Reports are prepared by CRS subject matter experts at the request of members of Congress and their staffs. The range of topics examined is broad with both international and domestic coverage. 

Government Accountability Office - Non-partisan reports on the activities of government agencies and the administration of government programs.

Policy Publications link in MassTRAC. - MassTRAC compiles and organizes policy papers written by Massachusetts-based think tanks. 

Policy Commons

Use Policy Commons to find Organizations, Publications, and Topics. REGISTER FOR A FREE ACCOUNT IF YOU WISH TO SAVE MATERIALS AND CREATE PUBLIC AND PRIVATE LISTS!

A publications search for the United Nations food aid activities in Gaza retrieves just over 1200 publications. The dashboard at the left provides filters by organization type, date, language, countries, sub-topic, etc. 

If you choose to create an individual Policy Commons account, you'll be able to save materials to lists. Lists may be private, shared with the NU community, or shared with all Policy Commons users.

This example shows a group of Policy Commons topics being followed by a user. Weekly updates are e-mailed to the individual account holder's e-mail address (update frequency is chosen by the list owner).

Overton

Search Overton (Opens in new window) to find policy documents, scholarly books and articles cited in policy, and individuals cited or mentioned in policy. Register with your Northeastern credentials to use this database.

The sample search for NATO and Ukraine below shows a dashboard at the left which can be used to tailor search results by document type, organizations and people mentioned, dates, topics, and a variety of specialized filters like relationship to SDGs (sustainable development goals). AI-generated document summaries are available.

Policy File

Use PolicyFile  (Opens in new window) to locate reports from public policy think tanks, non-governmental organizations, research institutes, university centers, and advocacy groups. U.S. and international coverage. Although PolicyFile is considerably smaller than Policy Commons, it has a unique feature called "organization political leaning" which can be helpful in selecting organizations with different viewpoints. Coverage is 1990 to present.
