Take a look at "choosing a publication venue". guide for information on journals and publishers, including Open Access journals with APC discounts through library licenses.
A few articles on specific publishers we discussed. There is a debate whether they should be labeled as predatory.

The library subscribes to the below program that has clear criteria and reviewers assessing journals for predatory practices
- Each journal card with a predatory label includes a detailed report of the violations we found during the investigative process for that journal.
The type of violation may help in deciding to submit for publication or choose to look for another journal.

The site Predatory Reports is put together by volunteers. Is there bias here? It is another tool to use.
